The short answer
- Which lot: Lot 61 (Carbon parcel 2A-0051-0061), on the north side of Skyline Drive Cir in Aspen Cove.
- For sale: Yes. MLS 2184045, ACTIVE at $167,000 on UtahRealEstate.com as of Oct 30, 2026 (listed Sep 9, 2026). Some copies of the listing still show $170,000, so this looks like a price cut (unconfirmed).
- Size and elevation: 4.16 acres per the county (about $40,100 per acre). About 7,860 to 7,900 ft (USGS 3DEP), a gentle slope down to the road. Open sagebrush and grass, almost no trees.
- Water, power, septic: Culinary water comes from the HOA's wells, and the listing says a water share is included. A power conduit is on the lot, but it is not connected. A cabin needs its own septic system, with a perc test and health department approval.
- HOA and winter: HOA dues are listed at $500 a year. The HOA plows the main roads, but from Nov 1 to Apr 1 it is 4WD/AWD only, with no trailers. Short-term rentals are not allowed.

1. Listing
- MLS 2184045, "61 Skyline #61, Scofield, UT 84526", ACTIVE at $167,000 on UtahRealEstate.com, about 50 days on market. Coldwell Banker, BHHS, and Welch Randall carry the same listing. Search snapshots of some sites still show $170,000.
- Remarks: a level upper building area, a seasonal spring runoff pond along the southern frontage, a power conduit pulled about two thirds of the way up the lot (not connected), two water spigots, an included culinary water share, a state park pass, year-round plowing of the main roads, two coded gates, courts and a pavilion, and "separate shop possibilities."
- Listed lot dimensions are about 186 x 648 x 287 ft. The lot faces south.
- I did not contact the agent or seller.
2. Water
- Aspen Cove runs its own public water system (Aspen Cove Association, state system 04051) with two active wells and 104 connections in 2024. The state's 2024 numbers show about 23% of the pumped water was lost before use.
- Per the 2016 CC&Rs, the HOA delivers water to the lot line, and each lot gets 0.25 acre-foot a year, mostly for household use. The Price River Water Users Association shares behind it are owned and controlled by the HOA, with the lot holding the right to use it. Watering more than that means buying more shares and getting state approval.
- Hooking up a cabin requires a $300 water connection inspection paid before you dig (plus $100 if you add a backflow device or watering system). The line must be at least 5 ft deep.
- The September 2026 HOA newsletter says the water tank sensors are failing, pumps are being run by hand, and the board is getting repair bids. Ask whether a special assessment is coming.
- A third-party site (mytapwater.org) lists past EPA monitoring and reporting violations, plus coliform violations in 2009 and 2013, mostly resolved. Unconfirmed. Ask the HOA for the latest water quality report.
3. Road access and winter access
- Aspen Cove is gated (code or remote). Roads are owned and maintained by the HOA, 20 mph, treated with mag chloride for dust.
- The HOA plows the main roads. Your driveway is on you. The welcome packet points owners to a private plow operator.
- From Nov 1 to Apr 1: 4WD or AWD only (no 2WD, even with chains), and no trailers on HOA roads. The CC&Rs say lots may not be reachable at all times in winter, and the HOA can charge extra if it snows more than budgeted. The 2026 snow budget is $25,000.
- The main entrance is typically the only way in or out.
- Road miles (OpenStreetMap routing, summer conditions): Scofield about 11 mi, Helper about 29 mi, Price about 37 mi.
4. HOA and covenants
- Dues are listed at $500 a year. The CC&Rs cap the regular assessment at $1,000 a year plus the state park pass. Late assessments carry 18% interest, and water can be shut off after 30 days.
- One-time costs: a $600 transfer fee when you buy, a $1,000 road impact fee at your building permit, and the $300 water connection inspection.
- Building rules: one home, at least 1,000 sq ft on the main floor, up to 2 stories and 36 ft tall, with log, wood, or cedar exteriors. No manufactured homes. The home must be finished within 24 months. Setbacks are 35 ft in front and 30 ft on the sides and back.
- Shop or garage: one single-story garage and/or one small shed with Architectural Committee approval, no living quarters. Whether a shop can go up before the cabin is not stated. Ask the HOA.
- No rentals under 30 days. The welcome packet calls it a strict no rental policy.
- Campers: up to 7 days in a row per month, except during the 24-month build period. No resubdividing.
5. Power
- The listing says a power conduit runs about two thirds of the way up the lot but is not connected.
- The HOA pays Rocky Mountain Power for its own service, so the lot is likely on Rocky Mountain Power. Confirm the provider and the hookup cost.
- CentraCom offers phone and wireless internet in the area, per the HOA welcome packet.
6. Septic
- Every lot needs its own septic system. The CC&Rs require a perc test and approval from the Southeast Utah Health Department, and the Scofield Reservoir Special Service District may review and inspect it.
- Not confirmed: perc results for Lot 61. The runoff pond near the road and the seasonal streams nearby could affect where the drainfield goes. Ask the seller for any perc test on file.
7. Zoning and minimum lot size
- Aspen Cove appears to be zoned MR (Mountain Range) by Carbon County. A separate Aspen Cove listing says so too. County zone descriptions set a minimum lot of 10 acres with sewer or 40 acres with septic in MR.
- Aspen Cove was approved by the county in the late 1990s, so its platted lots of about 4 acres likely predate those minimums. Confirm with Carbon County Planning that a home permit is allowed on Lot 61.
- County parcel data labels Lot 61 as "Commercial," which is odd for an HOA cabin lot. It may be a coding error. Confirm with the Carbon County Assessor, because it can affect taxes.
8. Flood, wildfire, and trees
- FEMA flood map: Zone X (minimal flood hazard), panel 49007C0025E, effective May 2, 2012. Federal maps show seasonal streams about 0.2 mi north and west, and the listing mentions a spring runoff pond near the road.
- Wildfire: the U.S. Forest Service Wildfire Hazard Potential map reads very low to low across the lot. The HOA still treats fire as a major concern, and the CC&Rs recommend a 30 ft firebreak.
- Trees: USGS imagery shows open sagebrush and grass with two-track trails and almost no tree canopy.
9. Taxes
- Listed annual tax is $1,499. That is high for vacant land at this value and may tie to the "Commercial" label above. Confirm with the county.
10. Red flags
- The water system has failing tank sensors and repairs are pending. Past water quality violations are reported (unconfirmed).
- Winter limits: 4WD/AWD only, no trailers Nov 1 to Apr 1, one entrance, possible snow assessments.
- Power is not connected. Hookup cost is unknown.
- Septic perc results are unknown. A wet area near the road may limit placement.
- Fees add up: $600 transfer, $1,000 road impact, $300 water connection.
- Strict building rules (1,000 sq ft minimum, wood or log exterior, 24-month finish) and no short-term rentals.
- County data labels the lot "Commercial" and the listed tax looks high.
- The asking price differs between listing sites ($167,000 vs $170,000).
11. Verdict
This is a solid cabin lot for the area: 4 acres in a gated community with piped HOA water, a water share, plowed main roads, low wildfire and flood risk, and a reservoir less than a mile away. At about $40,100 per acre it is priced above the two other Aspen Cove lots I saw listed (105 Aspen Cove Dr at $125,000 for 3.61 ac, about $34,600 per acre, and 124 Aspen Cove Dr at $180,000 for 8.67 ac, about $20,800 per acre), so there may be room to negotiate. It is not a fit if you want short-term rental income, a quick cheap build, or easy 2WD winter access. Before an offer, get the recorded CC&Rs and HOA financials from a title company, a perc test, a power quote, and a county answer on zoning and the "Commercial" label.
